North Carolina HF 259: CTP and Community College Program Funding

This appropriations bill increased the number of inclusive postsecondary education programs and funding allotted to community colleges. This expansion to fifteen programs at community colleges includes opportunities for micro credentials or other credentials that lead to increased employment outcomes. A proposed $3.9 million is identified for the the community college portion of the bill.

This bill requires all programs in the University of North Carolina system to submit an annual report on program impacts including but not limited to admission requirements, number of participants, participant outcomes (including credits earned toward a degree, diploma, or certificate and job placements for participants and graduates).

This bill also includes funding for the addition of a certificate accomplishment program at UNC-Wilmington that will be a Comprehensive Transition Program. Reports on progress must be submitted no later than March 15, 2025, detailing steps taken and steps remaining to establish the program; admissions information and projections; and timeline for CTP application and status.
