Russ Thelin and Neil McNeil are part of Think College’s technical assistance team with expertise on vocational rehabilitation:
Russell J. Thelin, M.S., LVRC CRC, Senior Policy Fellow at the ICI, has 30+ years in rehabilitation counseling and held vocational rehabilitation agency positions including executive director and rehabilitation counselor. Russ is a past president of the National Rehabilitation Association of Rehabilitation Leadership. He also oversaw the Utah Governor's Committee on Employment of People with Disabilities, and is a member of the Utah Statewide Workforce Services Board.
Neil McNeil is a senior program and policy specialist for the ICI. Since 2010, he has provided technical assistance, consultation, and training to state vocational rehabilitation (VR) agencies in New England and in several states across the country. Prior to joining the ICI, Neil spent his professional career at the Massachusetts Rehabilitation Commission as a VR counselor, supervisor, and administrator.
