This Insight Brief is based on a research study by the authors that explored the admissions process and eligibility criteria for programs that support students with intellectual and developmental disabilities. The researchers used a national online survey and virtual interviews with postsecondary education program staff to learn about the skills, behaviors, and qualities most commonly valued during the admissions process. They also explored the steps and timeline of the admissions process.

The exponential growth of inclusive postsecondary education (IPSE) programs in the United States has reshaped transition pathways for many young adults with intellectual and developmental disabilities (IDD). However, limited research pertains to the admissions process and eligibility criteria of IPSE programs, leading to a lack of knowledge of how to best equip students for successful entry into college.

This resource shares the relevant sections of the Higher Education Act regulations and information from the US Department of Education, Office of Postsecondary Education website related to the definition of intellectual disability, related statutory language and more information about the definition of ID used in the Higher Education Act.  This information should guide programs as they determine how to document intellectual disability for students to be eligible to participate in a TPSID model demonstration program or to be eligible for federal student aid when attending
