The Minnesota P-20 Education Partnership Credentials of Value (CoV) work group has "sought to develop consensus for a quality criteria framework to identify credentials of value across both degree and non-degree credentials, discuss the policy and program areas where the framework could be applied, and understand the data needs to operationalize the criteria." The work of Minnesota Inclusive Higher Education Consortium (MIHEC) strives to incorporate the quality criteria framework for the inclusive higher education certificates offered and earned across Minnesota.

Students with intellectual disability are increasingly identifying college as a goal, but far too few have actually had the option. It’s been nearly 20 years since the first inclusive college programs began and still, just 2% of school-age students with intellectual disability are attending college. It’s time to change that! The “Think Higher.
This guide was created to support the development of inclusive postsecondary education (IPSE) programs that are aligned with Program Accreditation Standards and the requirements to be approved as a comprehensive transition postsecondary (CTP) program. It provides a framework for conceptualizing and developing IPSE programs which allow for equitable access, membership, rights and privileges for college students with intellectual disability.
This appropriations bill, signed in 2023, increased the Florida CTP scholarship amount for eligible students from a maximum of $7,000 to $15,000. Student eligibility is detailed in section 1004.6485(7) of Florida Statues. Eligibility requirements include eligibility requirements for a student attending a CTP (Comprehensive Transition Program) in general, and must demonstrate satisfactory academic progress in the FPCTP, as determined by the eligible institution that the student attends.
This appropriations bill increased the number of inclusive postsecondary education programs and funding allotted to community colleges. This expansion to fifteen programs at community colleges includes opportunities for micro credentials or other credentials that lead to increased employment outcomes. A proposed $3.9 million is identified for the the community college portion of the bill.
Introduced in 2023, but not passed, HB 5146 would have established the Building Better Futures Program, that supports funding for Comprehensive Transition and Postsecondary program for students with intellectual and developmental disabilities. The Texas Higher Education Coordinating Board would have administered the Program and adopted rules and policies, potentially creating application process for eligible institutions to apply for funding. Eligibility criteria for both colleges and students to participate would be established.
As colleges and universities open their doors to students with intellectual disabilities (ID), it is essential that students are afforded opportunities and the support necessary to authentically engage in their campus communities. Community life engagement (CLE) refers to people accessing and participating in their communities outside of employment. This resource shares how college and university staff can use the four CLE guideposts to facilitate the development of natural campus connections and support for students with ID on college campuses
The RISE To The Top! Inclusive Postsecondary Education Pilot Program located at The University of Southern Mississippi (USM) worked with the Mayor of the City of Hattiesburg (where USM is located) to have May 1, 2023 designated as Inclusive Postsecondary Education Day. This is part of a national movement around IPSE day. Text of the proclamation is provided here as an example for other programs who wish to work with local government to have a proclamation for IPSE day in their area.
Introduced in the 2023 session, but not passed, this bill would provide individuals with intellectual disabilities attending a comprehensive transition program to receive waiver of tuition if the student is a veteran or other military personnel. The bill amends Section 54.001 Education to include the federal definition of a comprehensive transition and postsecondary program. It amends Sec 54.341 to include students who are admitted to attend or attend a comprehensive transition and postsecondary program for students with intellectual disabilities in Texas’ existing veterans tuition waiver.
